Wednesday at Church of Our Saviour in Cocoa Beach. A retired field investigator and a Brevard resident for four years, Mr Bouzan died Saturday at home. Survivors include his wife, Rosealba Bouzan of Cape Canaveral; brothers, Edward Bouzan of Newton Highland, and John Bouzan of Upton, and Winifred Schlin of Waltham, Mass. Calling hours are 2 to 4 p.m. Tuesday at Beckman-Williamson Funeral Home in Cocoa Beach.

Education can spell the difference between average people and those who attain professional and personal success, an aspiring congressman told a local scholarship group at a recent appreciation dinner. "Ignorant people are a powerless people," said A. Michael Espy, a former Mississippi assistant attorney general.

Espy was the keynote speaker at Saturday's "Coming Out" dinner at the Melbourne Hilton at Rialto Place to honor four organizations that supported the Reginald E. Espy, the first Black assistant secretary of state in Missis- sippi, used his home state to illustrate the importance of education.

Mississippi remains one of the poorest states in the nation because of slow educational reform, he said. Until 1982, Mississippi had no public kindergarten classes and no compulsory school attendance. Today, about 25 percent of the state's students drop out of school by the third grade, Espy said. i But he said excellence requires diligence and hard work. "There is no such thing as an elevator to success," he said.

"You must take the steps." Espy recently resigned from his state government post to run for the U.S. House of Representatives in next November's election. At Saturday's dinner, Brevard Circuit Judge John Antoon presided over the installation of a 15-member advisory committee for the scholarship fund. In addition, plaques of appreciation were presented to four organizations, including the Gannett Foundation. Gannett donated $2,500, the largest corporate gift received by the scholarship fund.

The Gannett Foundation, established in 1935 by Frank Gannett, is independent of Gannett Company Inc. However, because of its charter and the intent of its founder, the philanthropic foundation concentrates its grants in the more than 120 communities served by Gannett interests, including FLORIDA HOWARD MOORE Services for Howard Moore, 73, of 669 John Hancock Lane, West Melbourne, are scheduled for 11 a.m. Tuesday at the Wesley United Methodist Church in West Melbourne. A data processor for the Navy and a Brevard resident for nine years, Mr. Moore died Friday at his home.

Survivors include his wife, Anne Moore of West Melbourne; daughters, Barbara Thierfelder and Carol Brown, both of Branch-burg, N.J.; and three grandchildren. No calling hours are scheduled. EMANUEL VIGLIOTTI A memorial Mass for Emanuel C.

Vigliotti, 54, of 620 Concord Titusville, are scheduled for 10 a.m. Tuesday at St. Teresa's Catholic Church in Titusville. Ah electronic technician with Bendix Engineering and a Brevard resident for 26 years, Mr. Vigliotti died Saturday in Dunnellon.

Survivors include his wife, Jeannette Vigliotti of Titusville; stepmother, Maria Vigliotti of Newburgh, N.Y.; son, Michael Vigliotti of Titusville; daughter, Karen Schmitt of Rockledge; brother, Domanick Vigliotti of Mountain-ville, N.Y.; and sister, Angelina Mans of Newburgh. No calling hours are scheduled. Brevard Funeral Home North in Titusville is in charge of arrangements. The fund was established following the 1980 death of 22-year-old Reggie Johnson, who drowned during maneuvers about a month before he was to graduate from the U.S. Military Academy in West Point, N.Y. He had been an honor student and athlete at Satellite High School. The fund has awarded more than $18,000 in scholarships to 28 area students in the past, five years, said Tom Gilbert, the group's secretary. The pursuit of excellence hinges on a solid educational background, Espy told about 100 people attending Saturday's dinner.

"Excellence is a burning desire to know what you want to do and deciding not to give up until you have done it." But cutbacks in federal education spending signal tough times for students pursuing a college degree, he said. JAYNE LaPORTE Private services are scheduled for Jayne Hurd LaPorte, 34, of 1630 S. Atlantic Cocoa Beach. A gardener and a Brevard resident for 27 years, Mrs. LaPorte died Sunday at her home. She was a member of the Riverside Presbyterian Church in Cocoa Beach.

Survivors include her daughter, Che Catania of Cocoa Beach; son, Dane LaPorte of Cocoa Beach; father, Clark Hurd of Melbourne; mother, Louise Hurd of Cocoa Beach; brother, Clark Hurd II of the Virgin Islands; and sisters, Lou Merrill of Winter Park, and Ellen Hubbard of Pensacola.
