Europe flood death toll reaches 41 Associated Press NEW DELHI, India Indian computer scientists said Friday they have solved a mathematical problem that has eluded researchers for 2,200 years and could be crucial in improving computer configurations. A three-member team of scientists at the Indian Institute of Technology in Kanpur say they have devised a method that will quickly and accurately determine whether a number is prime, or divisible only by itself and one. No independent verification of their claim was immediately available.

Prime numbers hold the key to solving many mathematical problems and play an important role in cryptography. A paper detailing the formula by Manindra Agrawal, Neeraj Kayal and Nitin Saxena was posted on their department's Web site Sunday. The scientists said copies were also distributed to leading computer scientists and mathematicians across the world and that the new algorithm instructions for solving a mathematical problem in a limited number of steps has so far been well-received. Scientists have long worked on ways to improve methods to identify a prime number. Greek mathematician Eratosthenes was the first to raise this problem around 200 B.C.

Today, Arafat's new interior minister, Abdel Razak Yehiyeh, was to meet CIA Director George Tenet in Washington to discuss how to improve the Palestinian security arm. In Qalqiliya, troops arrested 22-year-old Ibrahim Dahmas, a senior activist in the Islamic militant group llamas accused of planning bomb attacks.

Associated Press JERUSALEM On the eve of the Palestinian security minister's talks with the CIA director, a Palestinian official said Friday his side was "exerting every possible effort" to achieve peace. Violence continued with Israeli troops killing a 40-year-old Palestinian man and arresting another they accuse of planning bomb attacks. Palestinian Cabinet Secretary Ahmed Abdel Rahman, speaking to llie Associated Press on Friday, rejected Israeli Prime Minister Ariel Sharon's charges that the Palestinians were not ready to make peace. Sharon, in a televised speech delivered Thursday to a graduating class at Israel's Defense College, branded the leaders of Yasser Ar-afafs Palestinian Authority a "terror gang" that would have to be removed before fighting can end. Abdel Rahman said Sharon "wanted to warn the Americans against reaching any agreement with the Palestinian delegation by describing Palestinian Authority officials as people (who are) against peace." "If we are like that, why are we in the States now exerting every possible effort to reach a way out?" Abdel Rahman said.

Nabil Abu Rdeineh, an Arafat adviser, also accused Sharon of trying to sabotage the peace process and urged the international community to continue efforts to reach an Israeli-Palestinian agreement A Palestinian delegation headed by chief negotiator Saeb Erekat, met $32 million in damage. Residents of Nizhnaya Bakanskaya were in shock Friday after the torrent of water washed away homes, roads and people in the village of 8,000 people. Many residents are missing but the number isn't known. Lyuda Kostenko mourned the death of her 82-year-old mother-in-law, Darya, who was napping outdoors when the flood hit. Lyuda said she tried to save the older woman but couldn't force open the front door of her house and had to fjee to the roof to save herself.

When the flood waters began to recede Friday, she found Darya, drowned. Associated Press NIZHNAYA BAKANSKAYA, Russia Heavy rain and wind swept southern Russia's Black Sea coast Friday, threatening more of the flooding that has killed at least 34 people in the region. One village was hit with a 6V2-foot wall of water. Seven people died in other parts of Europe this week in floods caused by pounding storms, some dropping record rainfall. Choking back sobs, 72-year-old Yevdokia Aksyonova surveved what remained of her modest home a few bricks, a piece of iron bedpost and a TV antennae poking out of the mud.

The 6yi-foot wall of water flashed through her village of Nizh-naya Bakanskaya on Thursday. When she returned from higher ground, Aksyonova found a huge, uprooted tree had rammed her house, smashing it to bits.
