1, former site of Pontoon City. ROCKLEDGE Trash talks: The Public Works and Utilities Committee will discuss the city's commercial garbage service during a meeting Thursday. Meeting: 5 p.m. in the council chambers, 11 Orange Ave. SATELLITE BEACH Beaching It: County Commissioner Roger Dobson and Erosion Control District Advisory Board Chairman Malcolm Mc-Louth asked the City Council to help pay for a $375,000 coastal engineering study.

The state and county have committed money to the project in the hopes that cities also will pay their share. Satellite Beach was asked to pay $5,761, based on coastline and property values, but approved a $5,000 commitment. SEBASTIAN Safety first: First-aid courses have been scheduled by the American Red Cross for May 12 and 19. The courses, to be held behind City Hall, will cover topics including rescue breathing, obstructed airways, severe bleeding, poisoning, bandaging and shock. The fee is $15, and pre-registration is required.

TITUSVILLE Organ donors: In observance of Donor Awareness Week, which runs through Saturday, Jess Parrish Memorial Hospital is reminding the community of the hospital's participation in the Florida Statewide Organ and Tissue Donor Program. Anyone wishing to become a donor may call the hospital at 268-6111 for a form to be filled out and mailed to the program's headquarters in Tampa. VERO BEACH Park requests: The Civic Art Commission will hold a special meeting today to discuss two requests to use the civic arts grounds, south of Beachland Boulevard. The Pilot Club would like to use the park overnight and the Indian River Arts Council wants to hold a concert on the grounds May 29.

Meeting: 10:30 a.m. in the council chambers at City Hall, 1053 20th Place. WEST MELBOURNE Fees for all: Robert Dabney would have to pay connection fees for a house he is building at 136 Carolina where an older structure is being town down, according to the city code. Dabney felt he should not have to pay new connection fees, but agreed to pay minimum monthly charges while the home is under construction, officials said. MELBOURNE Inspection hot line: Residents may speed up the building inspection process by calling the building inspection hot line at 723-2255. At the same time, they may find out the specific requirements needed and arrange for an inspection. Building inspectors have prior construction experience and are certified by a system of state exams. MERRITT ISLAND Development approved: A planned-unit development on 251 acres from Hall Road to the Barge Canal was approved by Brevard County commissioners. The first three phases of the 10-year project are to build single-family houses of no less than 1,800 square feet on no less than one acre. The rest of the development will include 1.14 units per acre.

Developers Peter Hayes and Brian Bussen volunteered to pay up to $800 for each lot. The money will be used by the county for the project's impact on the area. PALM BAY Talking turkey: The Turkey Creek Sanctuary Advisory Board meets at 7 p.m. on the first Monday of each month at the Community Center on Port Malabar Boulevard. The board makes recommendations to the City Council about Turkey Creek.

PATRICK AFB Spouse recognition: In observance of the May 13 National Military Spouse Day, the Comet Recreation Center is sponsoring an Outstanding Spouse for 1988 Contest. This contest is open to all active duty personnel assigned to the base. Personnel may enter their spouse by submitting a typed narrative, not to exceed 150 words, explaining why their spouse should be recognized. Deadline for entry is noon May 11. SR A1A, Melbourne Beach, was a Brevard County resident for 30 years. She worked for Publix in Melbourne for 15 years. Survivors include her sons, Ronald Abbott of Melbourne Beach, Michael Abbott of Sebastian and William Abbott of Vero Beach; daughter, Holly Brown of Birmingham, mother, Fannie Mae Dailey of Birmingham; brothers, Merle Dailey and Robert Dailey, both of Birmingham, Archie Dailey of Dallas and Douglas Dailey of Atlanta; sisters, Eileen Abbott and Anne Pinkerton, both of Birmingham, and Rosamond King of Pensa-cola; 17 grandchildren; and three great-grandchildren. No calling hours or services are scheduled. Brownlie and Maxwell Funeral Home in Melbourne is in charge of arrangements.

ROBERT ANDERSON SATELLITE BEACH Robert Haralson Anderson, 61, a retired Air Force colonel, died Monday, April 25, at Holmes Regional Medical Center in Melbourne. Col. Anderson, of 938 Loggerhead Island Drive, Satellite Beach, was a Brevard County resident for 22 years. He was a manager for RCA Aerostat Systems at Patrick Air Force Base. The Forest, native graduated from the Georgia Institute of Technology in Atlanta in 1950.

He was a veteran of the Korean conflict and the Vietnam War. Col. Anderson came to Brevard from Camp Springs, Md. He served as commander of the Air Force range measurements laboratory at Patrick Air Force Base from 1966 to 1971. He was on the Satellite Beach Board of Adjustments and was a member of the Air Force Association and the American Institute of Aeronautics and Astronautics.

He attended United Methodist Church of Satellite Beach. Survivors include his wife, Mary Anderson of Satellite Beach; son, Robert Anderson Jr. of Running Springs, daughter, Janet STAR 25 Entire Jockey Streep of San Antonio, Texas; brothers, James Anderson of Arlington, Clyde Anderson of Roanoke, and Charles Anderson of Jackson, sister, Evalyn Harbaugh of Arlington; and three grandchildren. Calling hours are 5 to 8:30 p.m. today at Davis Funeral Home in Melbourne.

Services will be held at 10 a.m. Thursday at United Methodist Church of Satellite Beach. Burial will follow at Fountainhead Memorial Park in Palm Bay. Donations may be made to United Methodist Church of Satellite Beach, 450 Lee 32937. ANNACASALE MELBOURNE Anna B.

Ca-sale, 83, a homemaker, died Tuesday, April 26, at Carnegie Gardens Nursing Home in Melbourne. Mrs. Casale, of 1415 S. Hickory Melbourne, was a Brevard County resident for 14 years. While a resident of New York, she was a member of Foresters of America and served in the Air Warden Service, a civilian defense corps.

Survivors include her husband, Charles Casale of Palm Bay; son, Robert Casale of Palm Bay; daughters, Vita Johnson of Centereach, N.Y., and Janet Booth of Knoxville, and four grandchildren. Joseph's Catholic Church on Babcock Street in Palm Bay. ANNABEL CLEMENTS COCOA Annabel Lee Clements, 82, a retired executive secretary, died Saturday, April 23, at Adare Medical Center in Rock-ledge. Mrs. Clements, of 2306 MacFar-land Drive, Cocoa, was a Brevard County resident for 31 years. She was a member of Phillip Perry chapter of Daughters of the American Revolution.

In 1976, at age 70, she graduated with honors from Rollins College. Survivors include her daughter, Jenny Brain of Miami; and three grandchildren. No calling hours are scheduled. LAWRENCE EBELING VERO BEACH Lawrence Francis Ebeling, 76, an inspector for the Chicago Building Department for 40 years, died Monday, April 25, at Indian River Memorial Hospital in Vero Beach. Mr. Ebeling, of 2826 58th Court, Vero Beach, was an Indian River County resident for 17 years. He was a member and usher of St.

Helen's Catholic Church in Vero Beach. He belonged to the Knights of Columbus, Loyal Order of Moose 1822 and Alzheimer's Support Group, all in Vero Beach. He also worked with the Indian River County Volunteer Ambulance Squad. Survivors include his sons, Gary Ebeling of Orland Park, 111., and James Ebeling of Decatur, seven grandchildren; and two great-grandchildren. Calling hours are 6 to 8 p.m.

Ms. Ebert, of No. 276 Ritz Craft, 1100 John Rodes Melbourne, was a Brevard County resident for 17 years. She was a native of Fort Hood, Texas, and came to Brevard from Fort Stewart, Ga. She was a member of Castaways diving club, Toastmasters and Junior Achievement.

Survivors include her son, Chad Ebert of Melbourne; parents, Wel-don and Bobbie Carter of Melbourne; brothers, Weldon Carter of Melbourne and Charles Carter of Philadelphia; and sisters, Shirley Dunlap of Albuquerque, N.M., and Bernice Smith and Carolyn Mulli-nix, both of Melbourne.
