The reports of 140,417 violations of Environmental Protection Agency health or treatment standards nationally included 503 violations by systems serving 2.25 million Floridians, according to the Natural Resources Defense Council and the Environmental Working Group. The most common contaminants in Florida water supplies were coliform bacteria, an indi cator of fecal contamination, the groups said. He recalled a frightening flight into the eye of Hurricane Hugo off the coast of Barbados in 1989. While flying at 1,500 feet, one of the plane's four engines failed and it suddenly plummeted 800 feet into the storm's turbulence. But Burpee said dealing with the throng of reporters and television cameras at his first news conference was more daunting than any of his harrowing flights. The man Burpee replaces, retired director Bob Sheets, was a familiar face on national television during Hurricanes Hugo and Andrew. But Burpee said he wants to give other hurricane forecasters a chance to work in the media spotlight.

"I'll certainly try to fill the shoes of my predecessors," he said. "We'll do this a little more as a team." Hurricane specialist Lixion Avi-la, who has worked with Sheets and Burpee, said the public shouldn't notice much difference in the center's operation. "I think it will be transparent to the public," Avila said. "Both have research background." Burpee, 53, said he became interested in studying hurricanes after watching storms while growing up in Reading, Mass. "I've always been interested in severe weather.

I remember being in junior high school and being let out one day because a hurricane was coming. It never came," Burpee said. "That made me aware that hurricane forecasting certainly wasn't perfect." Jerry Jarrell, the center's deputy director and a competitor for the top job, praised Burpee's work during Hurricane Andrew. "He knows the history of forecasting. He is also known as one of the heroes of Andrew.

He was here for four days in a row," Jarrell said. "And he did every little dirty job."
